A Floating Rescue House. In WW2 the Luftwaffe deployed rescue buoys in the English Channel to provide shelter to downed pilots. They had bed bunks, stoves, basic supplies inside and could be checked once or twice a day to see if any survivors were in to send a rescue floatplane.
